Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from Allies

Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will protect his country in the case of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.

His comments come a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

President Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

The Ukrainian leader praised that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we don't have such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this question remains unresolved. And even if they do, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also significant owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Recently, Zelensky said a settlement was "90% ready".

Territorial concessions and security guarantees have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces currently controls about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with more limited success.
